I use useradd, then configure pam to authenticate against LDAP. This gives the user a single password store across multiple systems/apps.

I find that most of the time adduser works quite well. However I also sometimes use the default GUI application that comes with Ubuntu.
I feel that the default user management and permissions systems on Linux is becoming something of pothole for many people as ACL are not as of yet "the norm" and have to be implemented especially. I'd like to see some advancement in the advancement of ACL usability. I'd especially like to see more distributions shipping it as the default model.
