Apple provides a link to step-by-step instructions for installing Ruby, Ruby on Rails, LightTPD (a lightweight web server), and MySQL on Mac OS X Tiger. They then continue on to a brief tutorial on development using Ruby on Rails.
you could always get locomotive, if you don't want to spend hours configuring it all and upgrading.

Catalyst is arguably more flexible, just as easy to use, and works out of the box on OS x - especially if you use CatInABox
