Start Terminal and from a Terminal window hit Command-I. From the drop-down list select "Emulation". Enable "Strict VT-100 emulation" and "Reverse Linewrap".
Select "Buffer" from the dropdown list and enable "Wrap lines that are too long."
Now hit "Use Settings as Defaults". Close your Terminal window and open a new one. Emacs and other full-screen programs should work fine now.
