"The Cell may bring new possibilities to cellular phones, a potentially large market for the chip." Do you have any idea of the power requirements of the Cell chip? To set things in perspective: There's a good reason they use ARM chips and not Pentium 4 chips in cell phones.

There has been talk of IBM offering different models of the Cell, with lower clock speeds for the PPE and reduced numbers of SPEs, that are tailored for particular environments.
