There is a small mistake where you list the JAVA_OPTS:

set JAVA_OPTS= -Xdebug -Xnoagent
-Xrunjdwp:transport=dt_socket,address=8787,
server=y, suspend=n %JAVA_OPTS%

You need to remove the space in front of "suspend=n" or else JBoss will hang looking for a class called "suspend=n". After fixing that, this is working great! Thanks.
