Yes, a changing IP is called a dynamic IP. If you were always assigned the same IP upon connect, you'd have a static IP.

Yes it's DHCP and it means that you don't retain the same IP address.But IP Leases Usually last Longer than 30 mins. :) -

The IP Address of your router will not be Dynamic it will stay the same as long as you let it.
