Absolutely! Having windows jump in front when I'm busy typing in another app is a real pain in the ass. Primarily because that last few words I typed don't go into the application in question, so I have to dismiss the "puppy-like" window and re-type. Another annoyance is the fact that application windows can get interleaved (like a deck of cards). I seem to remember some utility application (GoMac?) allowing you to keep application windows together (no interleaving, just like OS 9) but I have lost track of it.
