Looks like the High/Low Quality Images are the wrong way round (or is it high/low compression?).

    I think (but don't know) that kCGInterpolationHigh causes a larger neighborhood of source pixels to be sampled and averaged together into each destination image pixel. As a result the rescaled image may look more blurry than with kCGInterpolationLow or kCGInterpolationNone.

    On the other hand, ...Low and ...None sometimes produce images with sudden changes in intensity which look noisy or over-sharpened.
