You're right and if it is so instead of a checkbox for Web Sharing, it would be more accurate to indicate it is LAN sharing.
If it was to be Web Sharing one would have to have the user's external IP address be part of the URL which I guess isn't doable.

    You actually could connect from anywhere on the net... you just need to have the right set of ports open so that you know the exact ip/port of your machine.

    http://10.0.1.2:xxx/

    is not an internet address, it's just a local address. websharing has the same issue... there are numerous tutorials on how to set this up around the net.
