It's not whether the LANGUAGE scales it's whether the VM IMPLEMENTATIONs for each language scale. And it so happens the *language* they are BOTH written in is "C". It's entirely possible for the Java VM to out-perform the native VM in executing PHP. I said "possible" not probable.
