Action not found

I have PSE4 and I've followed all the directions to get the .atn file and the .psd file I created in a folder and placed it in the Effects fold. Deleted the Effects cache. When I open PSE4, I see my action in the S&E menu, however, when I double click on it, it gives me an error message saying file not found. What am I doing wrong? Thanks.
