FWIW, the problem of click fraud has been well understood by people in the Internet technical community dating back to the Internet's origins as a research network. It, spam, phishing, DDoS, and other forms of "unwanted traffic" are the result of the Internet's lack of a security architecture, and that "intent" cannot be communicated and validated.
