I'm considering using Dreamweaver, PHP and MySQL on my personal home computer for the very first time. Before I start, I'm wondering if I can develop a web-server application on my PC without yet having an account with an internet service provider. Re-stated, can my PC act as if it is a server? Then can I create web pages that connect to the so-called server?
