Wrong... Under Windows XP, the Disk Defragmenter (and any defragger that uses the defrag APIs) *can* defragment the $MFT, with Windows running:
"The other big enhancement [to the defrag support in Windows XP] is support for online defragmentation of the MFT and most directory and file metadata."
