In any techincal field, it is normal that large companies can make proposals for new standards. Let us take digital telivision as example. Large electronics compsanies can make proposlas that are judged by the FCC for instance. A large company can already prpare and actual do development on proposed srandards before the standard is asctually sibmitted to the FCC. In this way they have an advantgae if the standard is accepted, and they mat have lost money if it is not accepted. In general standards for public use must be available to any party that it is wisihing to prvide any service based on standards. So for the Open Document Format Standard it would be necessary to make sure in advance that the standard provides the openneess needed to implement it by anyboy who wishes to spent the time and monety to do so.
Whther such a standard is based on work already caried out by MS is difficult to see in advance albeit likely.
It is a pity that IBM did not see the potential of the PC, and started by giving away the software in open form right from the begining. Only if web based serviec and software will proof to be profitable, and we will only ahave kind of intelligent webbrowsers based on open standards, the whole software scene might cange. Time will learn us waht will happen.
