Subject:   open standards

Would it be possible to check compliance to real open standards by scanning all incoming e-mails by independent software that checks for compliance and rejects e-mail with attachments that do not comply. Of coarse the problem would shift to the software that performs the compliance checking, this should be independent and it should be possible to report att that do not comply but are not rejected.
There must always be a possibility for standards to develop tis stndards plus, but this must be a result of discuusion and agreement by several parties. The main problem I see is taht users are not aware of the present MS monopoly and accept MS as a worldwide software standard.
