is it possible to make technical layouts available for free with this free licensing system?

Background: Some guys are defining a standard digital adressing system for slotracing systems. (You know this as a toy) At the moment there are different incompatible systems from different manufacturers. The intention is to provide a technical layout, adressing scheme and adaptor definitions for free. But this should be protected so that no private company can use those designs and claim patents or trademarks on them.

If this is possible, can we just follow a standard scheme which is described in one of your books or articles?
