If you just remove the 1 reg key for the OE JIT creation, it still creates it. The reason is that there is a JIT key for the address book as well. This isn't listed at Microsoft's site nor most everywhere else.
Remove this key also:
HKEY_LOCAL_MACHINE \Software\Microsoft\Active Setup\Installed
Components\{7790769C-0471-11D2-AF11-00C04FA35D02}Stubpath
