The section Our Own Startup Script has the wrong path for creating the Firewall directory. It should be: /System/Library/StartupItems/Firewall

  Actually, the path in the article is correct. /Library/StartupItems is where you you put your own StartupItems. /System is only for stuff shipped by Apple.
