One option is to go for catchiness in the title and to be more descriptive in a subtitle-like part after a colon, e.g. "I Won't Tell If You Won't: Implementing Translucent Databases and Group ACLs." You may have to trim both down to make the total a reasonable length, but it can provide the best of both worlds.
