When 1% of your customers cannot use your website it is not really something for a developer. It already raises eyebrowses in a Sales manager. When 4% cannot use your website, this same Sales manager will not accept this anymore certainly when his target market is in those 4%; these are the tech savvy, the young professionals who will earn more in future.
No, the developers are not the only ones that have anything to say about supporting which browsers and if they are, other businesses that can take this market, will.
