I'm considering submitting an app which I've been developing in private for almost 2 years. It's a platform for developing behavioral AI in a simulated ( with physics ) environment.

As long as the software satisifies the contest rules, you can submit it, even if it's never seen the light of day otherwise. But, if it wins, then of course you'll want to make it available to the public.
