If you're in fact setting up a community wireless gateway, and you want the flexibility of a captive portal, you might check out the work we've been doing on the NoCat Auth system at http://nocat.net.
Currently, the NoCat Auth system only works under Linux, but it's been designed to be easy to port. Chances are good a brave hacker could use the advice Mike's given here as a starting point. Patches welcome!
