localhost and 127.0.0.1 seem to require a network connection

On my computer running os x 10.3. Localhost and 127.0.0.1 work great with a network connection. If I try to work from home where I don't have a network connection the local loop back doesn't work. Is there a way to use localhost without any net connection?
