Our solution to this problem was to use SuperWaba. This is a Java-like VM that runs on PalmOS (2.0 and up), WinCE (2.11 and up), PocketPC, Win32 and Java.
It is far more portable than "Official" Java, it is Open Source, and we've added native libraries to cover device-specific functions. We've even contributed a few new classes to the project. Highly recommended.
