I have to agree that graphics programming is a great way to get kids interested in programming. OK, so Tcl may not be the easiest language to start with, but I think that with a little direction, kids could get a lot out of it. And the instant feedback aspect is great, making it a better choice than something like python and pygame (which takes a lot to set up).
