According to the article, Win32 is apparently still seperate from .Net but any new features of Avalon and any new features added to Windows will not have a Win32 API added. This article states that .Net based system, WinFX, will interact directly with the processor/Kernel to get the best performance unless the feature already exists in the Win32 side(Windows Forms).
