Mac OS X v. 10.2 should be able to use this command without any issue — unless, of course, some of the necessary files have been manually removed.
You may want to make sure that the following files and folders exist :
[Hard drive] -> private -> etc -> periodic -> daily
[Hard drive] -> usr -> sbin -> periodic
[Hard drive] -> usr -> bin -> sudo
Would all of them exist, your Mac should be able to perform the command. You may want to make sure that you entered the command without any typo — for example, spaces at the end of the line or two spaces between the words.
