The wires were regulated because they had a single function, and AT&T a single entity.
In an IP over anything environment why would regulation be necessary?
Short of regulating interconnect with the wired network, so it can't strangle its parent slaying offspring none are necessary.
Recommend "The Technologies of Freedom" by Ithiel de Sola Pool...
How anything can exist, with State enforcement capability, in the home of the brave and the land of the First Amendment, continues to be beyond me.
You wouldn't let them license the presses, but you let them shut down radio and control its content for the most vaporous of reasons.
VoiP doesn't need regulation to succeed any more than the Internet did.
What's wrong with you? When did you forget your distrust of Government?
