One possible solution that honors the economics of computation vs. data transfer are mobile software agents. This way you could move your application logic (closer) to the source of data and compute there. How does this relate to semantic web? Well, look at it as a big knowledge base. I think your point that it's impossible (or impractical) to concentrate it in one place is valid.
