The bill died not because it advocated open source but because the way it tried to do it would have created a bureaucratic mess. There is no law to prevent the State of Oregon from using open source somewhere, and it does. The bill was a cure that was worse than the disease it purported to treat. --R Robert, State of Oregon system administrator
