File Permission Annoyance

Hi. Since i've upgraded to jaguar, i've found that i always need to chmod my php files to avoid 403 errors. I don't remember anything like that happening under 10.1... any ideas why this happens? running 10.2.4 at the moment, cos i've gotten lazy and haven't yet downloaded .5, so maybe its 'fixed' in that, tho i doubt it.
