Before I got my Linux box (much less ntp running) I used Socketwatch on my Windows boxes. You can get it here:

The NTP server runs great on Linux though, I have both Linux machines update then have my XP boxes update from one of them. Very Slick.


I also liked the first posters suggestion of using gps to roll your own stratum 1. I may have to look into that.
